To providing transparency and accountability to the public via the web media surrounding stimulus funds received by the City of Lewiston as a result of the  American Recovery and Reinvestment Act of 2009 (ARRA) this website is being provided and updated on a periodic basis.

Information will be available on this site including details about ARRA funded projects and how those funds are being allocated and spent as details are available.

Below is a summary of the funds that have been allocated to date by the American Recovery and Reinvestment Act of 2009 that will benefit the City of Lewiston.

Lewiston-Auburn Transit Committee Transit Buses

$1,189,999

The State is purchasing 13 buses with $5,156,662 received in ARRA 5307 transit capital funds, which is the total funding amount which MaineDOT received for ARRA 5307 funds. 100% of the funding will be obligated in the first 180 days. Lewiston-Auburn Transit Committee (LATC) is receiving three buses for a total of $1,189,999. The 13 buses being purchased are all 35' Gillig Low Floor, 12 year buses.

Phase II Funding Status

$7,700,000
The total project is $7.7 million. The funding provides 30% "Principal Forgiveness" or essentially a grant for $2.31 million. The remaining $5.39 million will be a 0% interest loan through the Maine Bond Bank. We are working closely with Auburn Water District and internally to ensure all the paperwork is completed. American Recovery and Reinvestment Act of 2009 Maine DEP Implementation

$1,252,000

Maine DEP released their list of Clean Water State Revolving Fund projects proposed to be used in their Intended Use Plan (IUP) for the economic stimulus funding from the American Recovery and Reinvestment Act (ARRA) of 2009. Included in the list is a $1.252 million project to address the Goff Brook Combined Sewer Overflow (CSO) here in Lewiston.

Under the proposed plan, Lewiston would receive $394,556 as a "principal forgiveness" (grant) and the remaining $857,444 would be in the form of a 0% interest loan. This is terrific for the tax & rate payers here in Lewiston. Of the 21 projects that made the list, the Lewiston project was rated as #18.

Lead Hazard Control Grant

$2,279,525

The Cities of Lewiston and Auburn submitted a joint grant to the United States Department of Housing and Urban Development’s (HUD) Lead-based Paint Hazard Control Grant Program.  The Cities intent to create 200 lead safe affordable housing units, increase screening rates for children, educate and train 55 landlords in lead safe renovation and cleaning techniques, train 88 contractors/landlords and homeowners in lead-smart renovation and lead sampling techniques, educate 854 tenants referred by the public housing authority on lead, educate 250 members of the immigrant/refugee population on lead, and create and maintain a registry of lead-safe units for families with children 6.

Additional Community Development Block Grant Formula Allocation to City of Lewiston under ARRA

$276,909

The Community Development Block Grant (CDBG) program enables local governments to undertake a wide range of activities intended to create suitable living environments, provide decent affordable housing and create economic opportunities, primarily for persons of low and moderate income. For projects funded under the Recovery Act, the City of Lewiston will give priority to projects that can award contracts based on bids within 120 days of the grant agreement, once executed.

Energy Conservation Block Grant Program

$157,700

Over $2.7 billion in formula grants were awarded to U.S. states, territories, local governments and Indian tribes under the Energy Efficiency and Conservation Block Grant (EECBG) Program. The Program was authorized in Title V, Subtitle E of the Energy Independence and Security Act of 2007 (EISA), and signed into Public Law (PL 110-140) on December 19, 2007. The Program provides federal grants to units of local government, Indian tribes, states, and territories to reduce energy use and fossil fuel emissions, and for improvements in energy efficiency. The EECBG Program is administered by the Office of Weatherization and Intergovernmental Programs in the Office of Energy Efficiency and Renewable Energy of the U.S. Department of Energy (DOE). Of this amount, The City of Lewiston was awarded $157,700.00.

Edward Byrne Memorial Justice Assistance Grant (JAG) Program

$250,411

The JAG Program, administered by the Bureau of Justice Assistance, will permit the City of Lewiston to support a broad range of activities to prevent and control crime and improve the criminal justice system within the City. The procedure for allocating JAG grants was based on a formula of population and violent crime statistics, in combination with a minimum allocation to ensure that each state and territory receives an appropriate share of funding.

MDOT  Russell Street – Highway Reconstruction

$2,000,000

The Russell Street project actually started in 1999 as a result of comments received during a public meeting for the Main Street Overpass project in the spring of 1999.  A study was completed in late 2002.  The study and ultimate final design resulted in the project adding median strip with plantings, narrowing lanes (to help slow traffic), crosswalks with warning lights, improved signage, upgraded & coordinated traffic signals, left-turn lanes at intersections, and replacing 122 trees needing to be removed with 250 trees & shrubs.  Work is about to begin.  Gendron & Gendron, Inc (a local Lewiston company) was awarded the $1,850,030.30 construction contract with Maine DOT using funds from the American Recovery Reinvestment Act (ARRA).  By doing so, no local match was required saving the City of Lewiston nearly $200,000.  The work is expected to be completed by June 2010.
