| The Finance Department is responsible for planning,
organizing, directing and securing the financial activities for the City.
This Department manages the City's cash management and investment
program as well as the City's debt service administration.
This is accomplished by establishing and maintaining an internal
control structure designed to ensure that the assets of the City are protected
from loss, theft or misuse and to ensure that adequate accounting data are
compiled to allow for the preparation of financial statements in conformity with
generally accepted accounting principles. |

The Government Finance Officers Association (GFOA) awarded a Certificate
of Achievement for Excellence in Financial Reporting to the City for its
comprehensive annual financial report for the year ended June 30, 2008. This was the
thirty fourth year that the City has
received this prestigious award. In order to be awarded a Certificate of
Achievement, the City published an easily readable and efficiently organized
comprehensive annual financial report. This report satisfied both generally
accepted accounting principles and applicable legal requirements.
