About the CDBG (Community Development Block Grant)
The CDBG program was created in 1974 with the purpose to assist states and local communities develop viable urban communities by providing decent housing, a suitable living environment and expanded economic opportunities to primarily serve low-moderate income people. The City of Lewiston is a recipient of this funding and is designated as an Entitlement Community by the U.S Department of Housing and Urban Development (HUD). This designation means that Lewiston is assured funding each year directly from the federal appropriations.
As an Entitlement Community, HUD requires citizen participation to develop a 5 year Consolidated Plan that articulates the goals and objectives that are important to the City. These goals and objectives become the funding priorities for each annual funding allocation during the Consolidated Plan period. Consolidated Plan 2015-2019 was adopted by City Council in April, 2015, and is available for download by clicking on the link below.

About the Citizens Advisory Committee (CAC)
The Citizen Advisory Committee is one of the ways to ensure that our citizens are involved and have a voice in determining how each year's CDBG allocation is spent. Its role is to evaluate all requests for funding and then make a recommendation to the City Council on how the CDBG funds are to be spent.
Committee members are appointed by the Mayor to two year terms coinciding with the calendar year. This seven-person Committee includes one Lewiston City Councilor, one representative from the homeless community, a person representing the immigrant/refugee community, at least two residents from the City’s low/moderate income population in Census Tracts 201-204, and the remaining residents from the community at large. The Committee is staffed by the Economic and Community Development Department.
Meetings of the Citizen Advisory Committee are public, and are held usually at Lewiston City Hall, Third Floor Conference Room on an as needed basis.
